Just like a baby shower or bachelorette party, organize a surprise gathering with a few close girlfriends to announce that your husband is being trained as a girl to improve his behavior.

Dress him normally, but be sure he's in his chastity device and make him lower his pants and show his panties at some point.  You may want to have him wearing a pair of women shoes locked on his ankles.  Have your friends come with gifts (panties and bras) to re-enforce that they not enjoy the idea, but they support it.
